The minister was Joseph Hale of the Ireland Island Wesleyan Church and the witnesses were a Ralph D Wilson and an Emily D Wilson. Something about the marriage certificate does not seem quite right. (Percy's relationship to George Arthur would have been as a nephew. )  I do not know whether there were any children of this marriage or what happened but it does seem very odd.
